Can you trade up from an old plate?  If so can you keep the same number?

You have to pay a fee to upgrade if you're old tag is not due for a replacement when it's up for renewal.   Likewise if you are trading for the new one mid-year.

If you old plate was a vanity plate, you will have to order it, probably for an additional charge, too.  Otherwise, you'll just get whatever they have on hand.

My tags were up for renewal and it cost me an extra $10 each to get the new plates.

You probably paid the extra $ because the actual plate wasn't up for replacement.  Normally, I think they replace them with a new one every 3 years or so.
