The NCAA limits every Division I school to 85 scholarships, period.  There are no extra provisions for "booster funded" scholarships.

From a historical perspective, the number was reduced by the NCAA form unlimited; initially reduced to 115, then down to 95, and then again to the current 85.

Many experts believe this single move by the NCAA has had more effect on the paridy of NCAA football then anything else.  

Gone are the days of Bear Bryant who use to say he would sign a kid even though he knew he had no shot at starting for him to insure he would never play against him.  The 85 rule has provided quite a bit of parity, imagine if UF, FSU, and Miami could each have 10 more scholarships, or 3 more players a year.  That could mean that USF, and UCF would be without many of the players we coveted so much.

Most coaches believe the 85 reduction was too harsh.  It causes teams to continually worry about depth, and talent at each position.   The original compromise was 90, but they dropped it further.  It will never change back, but most coaches would love to have even 1 more scholarship.

On Tim Jones there was another factor. He kept dropping passes in practice. His own words were something to the effect that he wasnt going to get a pass in a game when he kept dropping them in practice.

That was in the paper or online on Bullseye a few years back.
