Can you imagine if Kansas somehow won the Big XII title game? or Vanderbilt? If they want to change the system, change it... make a playoff, but you will always run the risk of someone winning a conference that you might not initially expect. The powers that be probably think that "smaller" school wouldn't travel as well for one. Also, in the tourney, games are viewed as part of a greater whole, whereas the bowl games are each independant of one another. I don't really know.
