I wouldn't call playing the scout team a waste but he didn't use the USF system.  When I played (way back in the day) the scout team QB ususally a frosh went with the D when the teams splits and that QB saw zero coaching w/the OC or QB coach.  D coach would have him run the other teams plays.  I know this because I was a 3rd string DE/LB that played on the scout OL.  Tell you what that is some boring crap for a 19 yr old to do, run the scout team for 90 mins.

No what I ment was if he really wanted to play this year than last year he would have had his head in the USF play book when he wasn't running the scout team

easier said then done.  First, each week scout players must learn the basic plays of our next opponent.  So basically Denson was learning new plays each week.  Second, there is no substitute for playing and executing.  Denson I am sure knows the plays, but does he know them enough to get to the line and check into a better play, does he know them enough to go through his progressions on a pass play.  Does he know them enough that he doesn't have to worry about execution and can work on refining the small stuff.

But he still has more experience than Hill and that is what I am saying
