12. Quinton Flowers, QB, USF

south-florida-bulls.pngFlowers is a dynamic playmaker and a big reason why USF is the top team from the Group of 5 ranks in 2017. He averaged 334 total yards per game and accounted for 42 overall scores in 2016. Flowers has showed improvement as a passer too, raising his completion percentage to 62.5 last year.
