The city of Tampa, Hillsborough County, and the business community in Ybor are working to turn Ybor into more of a business center and run off the crappy joints that stink up the Ybor area now. Ashley Furniture is locating a new 72,000 S.F. corporate office by the existing Movico theater in Ybor...they'll be in new office in a few weeks with a couple of hundred employees. The downtown Tampa area below Kennedy Blvd used to be an all run down, beat up warehouse district only a few decades ago but has been much improved with development...same thing will happen in Ybor. When I worked there, this is the same thing they said about the IKEA. The IKEA would double property values, abolish unemployment, and wipe out blight in the area like some type of Scandanavian panacea. Nothing has changed. Tampa has to change its policies toward Ybor before you'll see any real change and a lot of that starts with improving the quality of life for some of its less affluent residents and providing actual public services to patrons and businesses in the district. Slapping together a sound ordinance every 5 years that will inevitably be overturned and claiming you've solved the problem is no where near smart governance.
