Juco recruits

I know more about bball juco than football juco. But it seems to me there must be something different with football juco. Is it the case that many top juco players are already connected to a school and they are in juco because they are placed there by a specific college?

 

It seems we "placed" a few juco players who later showed up as Bulls. But does that mean we paid for their classes at juco?

 

Anyway, I'm just surprised we don't pick up more juco players to fill our immediate needs. Yes, we signed one or two last year. But one would think there are a bunch out good ones out there every year.
