I think they would rank Cal #4 followed by Texas, Utah, and Boise St. I wouldn't be thrilled about a Cal-USC rematch, but if Cal stacks up as the fourth best team in the nation, then so be it.The goal is to get the 4 best teams to play it out on the field. The conference commissioners? They would simply lobby for their respective conference champion to be in the NC, and we would see alliances and rivalries form. We'd probably end up with a more screwed up situation because under Tranghese's proposed system, we'd see more bickering than already exists. As if the BCS wasn't political enough already. If it works for basketball, why can't it work for football?The committee would look at the polls, quality wins, strength of schedule, etc. and choose the best teams based on all the info.
