Orlando/Orange Country gets it right.  They bring in the SWAT team, who have the expertise to handle situations like this.

I bet the mayor of Orlando will not have to tear down the Palace Hotel to cover up evidence of a botched arrest, ahem, I mean get rid a building that has "bad memories for the department and neighborhood".
