All coaches are "business as usual" until a deal gets inked.

Yes but if "all coaches" includes Holtz (which I assume it does) than he is most definitely not in Florida.

Another article acknowledged that Holtz was negotiating with USF from Greenville.  I imagine he will be on the way after he speaks to his team and staff.
