Why is there more parity in college football?

this year has been a huge indicator that this has become an even playing field.  my theory why there is more parity:

the scholarship restrictions-- it is the "salary cap" of college football.  before, when there were no scholarship restrictions, the rich got richer by loading up on scholarship players without limit.  now that everyone is "capped", the traditional powers have a hard time due to lack of depth. i think it's a big reason why FSU and UM are where they are now.. since the restriction, many players who would have gladly been 4th on the depth chart are going to other schools where they can get playing time.

The smaller schools have kids returning for their 4th or 5th year.

hasnt there been  scholly restrictions in basketball for years also
