Public opinion needs no hard proof.  Tons of people think he juiced, which is illegal, and thus cheating.  We don't need proof of that, we see our evidence every game.  Prove he didn't...

In court... innocent until proven guilty, in public opinion, guilty until he takes and shows the results of the drug tests and they come back negative, which they won't.
