Certainly any school can theoretically "contend" at some point in the future. I don't think USF will contend anytime soon. (I'm not talking about challenging for the BCS bowl, I mean getting the press as a realistic team who can play in the national title game at the end of the year.) Look at the schools who have won the NC over the past decade, and then compare their infrastructure, financials, marketing and alumni support to USC.
