that still doesn't solve the problem of those "OTHER" players not being able to play college ball since they had all declared for the draft, making them ineligible for college hoops.

Every college player should be draft-eligible.

If there is a quota in place, it doesn't matter how many declare since only a limited number will actually get drafted.
