Cleveland has two picks in the first round, so its not as important for them to get one with their first pick.
To me, Cleveland having two picks makes them even more likely to take him. Their crazy owner wants to make a splash in this draft. Quite a few draft mocks have had Manziel going to CLE.
Same with Jax ... They just have a slightly less crazy owner. Remember how everyone thought the Jags would get Tebow just to sell seats? Manziel is a much more realistic NFL QB and he will put butts in seats.
From a pure football perspective, I might go with a safer pick with the first one and then take a QB later. From what I'm reading, people are all over the board on who the best QB is of the pack, which sort of means there isn't a lot of separation between Manziel, Bortles, Bridgewater, and Carr.Or at least not clear cut separation football people can agree on. One of them will be available with that second pick.
