To be fair, their original OCS was built jointly by FIU and Miami-Dade long ago... since it was also built for city and county events being that it's located adjacent to the Dade County Fairgrounds (was used for HS FB games, soccer, outdoor field events, etc)
The plans were to renovate and expand the stadium slowly, in 4 phases. The first phase was completed when they hosted USF for the first time in 2008. Since then, they've only been able to complete the second phase, which brought up the capacity to only 20k.
It's very very bare-bones... all bleachers, very basic concession stands ... although they do being in food carts and trucks (...but can't beat some of that authentic food)
So it's not like something USF should ever try to achieve or compare against (no matter how bad our attendance issues)
They recently got money from the Miami FC soccer team for more renovations (scoreboard, jumbotron, turf improvements) in exchange to allowing the stadium to also be their home (I havent been there since those upgrades so not sure how it looks)
