I asked the same question earlier (ya thief :-)...I assumed yours was rhetorical also, in that clearly, no ban would occur.
I think it's more the fact that it's a strip of clubs that serve alcohol in a not-so-nice area of town. Like someone else mentioned, I doubt USF players are in Ybor after midnight to eat at the Columbia restaurant. Bad things happen everywhere, but I think it's the combination of factors that caused him to make the statement. It's the perfect storm. Sober or intoxicated young people with money in their pockets, in an area where they can be easily preyed upon is going to attract bad actions and bad people. He's just trying to reduce the chance of that happening. If the donors are upset, they need to push to have the area cleaned up. Most people know it's not a safe place after dark.
