Patrick Carter one of the top option Q.B.'s in Florida in high school, is transferring to the U. of Louisville from U. of South Florida.   Carter redshirted at Ga. Tech. in 2003, he was a receiver/punt returner last season.  Carter decided to transfer to USF but did not feel comfortable there, his father said.
