Let's be honest, the intent of the parties when they signed the UT deal was probably that he wouldn't try to circumvent a reimbursement to UT by taking a backloaded employment deal... as much as I hate to say it.
They would probably argue that... but if I'm a potential employer and I say this is your offer... and he can't control that aspect of things, even if the offer is in his favor (backloaded). But yes, I think you're on the right track.
Either way, if UT is trying to say USF can't offer a backloaded deal, then USF will just have to pay market value every year. Strong might not like that, because the "load" is taken off the back. And I'm talkin about $$$. In case you were wondering.
Contractors now have to comply with Florida's public records laws if they are providing a service to a public agency and are performing a function of that agency... maybe they can get away with arguing searching for a new employee is not a "function" of the agency, but that might be a stretch.
