ESPN created the Magicjack/St Pete Bowl. It takes a lot money to own/operate the game. Naming rights revenue is needed to offset those costs, costs which they don’t incur to air regular season games.

Those seem to be operated out of necessity, because parking for their OCSs is quite limited, which is not the case for USF at RJS.
Didn’t USF cut back on the student bus service to RJS, because of lack of interest? What make you think park and ride for USF at RJS games will produce a significant attendance increase from the public?
