The money supposedly put back for expansion is $60 mil that would help other teams with buyouts just like Big 12 did for WVU. You give that to teams who secure conference, USF and Cincy does not do that in long term (After GOR)
Part of the additional $5 mil additional profit is only for Tiers 1&2 and a conference game, adding other Teams the schools Tier 3 rights could increase along with bowl game money. So if going to 12 then you could see $35 mil a year at WVU, ($25 mil t1&2, $6 mil t3, $4m Champions bowl + other bowl money better teams better bowls more "owned bowls)
Now here is the kicker say Big 12 adds USF and Cincy, name your divisions. East/West - North/South. The problem is your not going to get 8 votes either because you won't split UT, OU, OSU, Texas Tech up therefore one conference is not as good. Say East of WVU, ISU, Cincy, USF, TCU, and Baylor(who will never agree to this lineup.) does this division warrant Fox/Espn paying more to get to $25 mil to make everyone happy. it takes 14 to open up contract negotiations.
Remember there is 2 types of TV deals - Conf Networks & People watching Big games is ISU - Cincy going to be a big game?
