Here is the connection.

Jim Harbaugh was the QB Coach of the Raiders in 2003.  Bresnehan was the D Coordinator of the Raiders in 2003. 

I guarantee you that Jim Harbaugh helped Willie Taggart a lot of help with this hire.

The 2 guys who were offered the job are both connected to Harbaugh.

That being said, I'm not sure how certain coaching hires are made. I mean, nothing on this guy's resume screams "******* awesome DC". Maybe I'm missing some context or something. That's why I'm not a coach.

Oakland Raiders DC from 2000-2003. In 2000, 2001, and 2002 the Raiders made the playoffs and won their division.

Bengals DC from 2005-2007. In 2005, the Bengals were Division champions.

In 2011, returned to the Raiders. They were 8-8 that year.

Before his NFL work, he was an assistant coach at Navy and Georgia Tech.
