A lot of practice facilities that I've seen just look like a big shed anyway. The rendering of this one looks nice. BTW, I heard UCF toyed with a variation of this , with walls and no roof. It saves a lot of money and allows for practice out of the rain while not spoiling the team with AC. It's an excellent solution to the IPF. I give it a "YES VOTE!".

Does it not being enclosed have any bearing on whether they can stay out during lightning?

My guess would be that if the structure was grounded, it would be fine.

I would think that this would give USF no reason not to create something similar.

But down here in Florida I would still be concerned for lightning. The good thing about a complete indoor practice facility is no cancelled practice due to the ever present afternoon thunderstorms here.
