Not saying it is likely, but it is possible:

CSH's Bulls become every-year BCS team

2nd BE program qualifies for BCS most years

ND qualifies for BCS every year

BE $$ pot grows nicely

BE TV profile rises nicely

1-3 other non-SEC conferences suffer from being elbowed out

Probably about as good of a chance of happening as a 1990's-era start-up program making it into a BCS-conference the next decade, rising to a #2 ranking and playing before sellout 60K+ crowds.

Touche.  But still...no.  Bulls as BE Champs and ND, yes, possible.  But a second BE team making the BCS "most years" is very nearly impossible.
