..Spin your fans up beyond reason by winning games against inferior competition with senior laden teams every few years.  Frost did change the pattern, but then again, UCF hasn't really been all too good the past couple years.    As for USF it is a train wreck, following the UCF model is not the way to fix it.

The UCF model is easy.  Spin your fans up beyond reason.  Recruit senior heavy classes so you win every couple of years and keep the fans engaged.  Product quality is not as important as image of said product.

I admit I am just here for the train wreck now.

What kind of check are you writing?  The program has been in a tail dive since 2011, even its best was loses to UCF, FAU, WKU, and more.  It's not nostalgia, it is a more rational form of time to put all your chips in or fold than hiring a celebrity.  We are now what we laughed at others for.  We've been that for a while.
