looking at the following list:

Does this mean there are only 28 five star recruits in the country or, are the four star recruits on this list better than all other five stars?  If so, why aren't they five star and the others four?

I realize the system isn't perfect, just making conversation.

you got it right the first time... they are stingy with the 5 star rating... which isn't a bad thing... as long as they are consistant.

Moving up/down 20 spots in the Rankings will not help you win/lose a football game next year.

It's the GAMES that count.
