Plans are coming together and it will be nice to see those crappy Andros buildings gone.  I hope they create some type of main street for the retail section....

Executive Summary:
The University of South Florida has been developing an Invitation to Negotiate
(“ITNâ€) to solicit responses from interested parties to enter into a unique public
private partnership agreement with the University to develop a new vibrant
residential village on the north side of the Tampa Campus. The Village will be
comprised of approximately 2,125 beds, health and wellness components, and
dining and small retail elements. The University is seeking a Private Entity to
design-build-finance the new facilities consistent with the University’s objectives.
The Project is expected to be completed in two phases. The target delivery for
the first phase is Summer, 2017 and Summer, 2019 for the second phase.

Don't love privatizing a huge section of the on campus housing. I knew some people who lives in Fontana when it was run privately and it was awful.

With budget cuts at all levels of public governance, public/private partnerships are becoming more and more typical. Not only does this help USF possibly save "duckets," but I seriously doubt that USF has someone on staff capable of balancing the housing and retail needs that will arise with this project. There are too many moving parts.

Like any other organization, USF needs to focus on what it's good at and outsource what it's not. Because SOMEBODY out there is very good at it, and can do it better or cheaper (or both) than we can. The twin challenges are to determine what activities to keep in-house, and how to find really good outsourcers.

I get what you're saying.. but without getting into all the political arguments that often accompany this issue, I have seen the residential side of outsourcing as practiced by USF, and do not think the results were good. Hope this works better.
