That's just great that some basement blogger got us confused with UCF and the story makes the front page of a major internet site.

Is this a joke? Second-rate doesn't mean "second place." The team that loses the SEC Championship game each year isn't a second-rate team. The Big 10 runner-up each year isn't a second-rate team. Second-rate means BAD.

As someone else has already pointed out... your understanding of the English language has failed you.  Think of second-rate or third-rate more as second-tier or third-tier.
