is this for the all athletics or for specific sports only?

Perhaps I can answer some of your questions or at least clarify what this means.

Each athletic program that participates in NCAA athletics must go through this certification process.  They look at things like institutional control, Title IX guidelines, etc.  It is important to be fully certified.  The certification is for the whole athletic program and not sport by sport. 

Not everyone gets certified every year.  UCF isn't on the list of schools that were certified this year basically because it wasn't their year to go through the process.

I'll try and put it as simple as possible.  This isn't a "sexy" issue by any means.  Recruits aren't going to come here because we received our certification.  However, if we don't get certified, it becomes a huge issue in our ability to continue to grow and have a reputation for doing things the right way.  Here's an excerpt from the NCAA and a link below.

By putting tough sanctions in place for institutions that fail to conduct a comprehensive self-study or to correct problems.

Athletics certification is intended to help an institution, not harm it. For this reason, the program allows ample time for an institution to consider its programs, to identify problems and to correct them. Institutions that fail to make an honest effort face serious consequences: ineligibility for NCAA championships and, eventually, removal from active membership in the Association.

Put another way, we got reaccredited. Think of University accreditation: It's not that it gives you an edge to be reaccredited, but you're in a world of hurt if you don't.
