It would seem so.  The only at large slots were in the Poinsettia Bowl and the Motor City Bowl.

The Poinsettia Bowl selected Northern Illinois and the Motor City Bowl picked Middle Tennessee State.

So Whine-stadt gets to stay home for Christmas.

The rules pretty much made it that way for Pitt.  At 6-6, there was no way any bowl could select them over the other Big East schools.
