I honestly don't think they would welcome BC back.  Take a look at what BC did when they didn't think they would be leaving and then again afterwards.  The BE is still pissed at them.  As far as VT and Miami, I don't think they would be leaving the ACC anytime soon, if ever.  The ACC is a better fit for Miami and after the Virginia legislature got involved by basically forcing UVA to vote yes for VT, I don't think VT would slap them in the face.  These reasons, along with the fact that the ACC is a much better football conference (I think the best, but it is up there with the SEC and Big 12) and the #2 basketball conference, are why BC, Miami, and VT would never come back to the BigEast.
