Pick the best, not the most diverse. Subcontractors aren't that different from each other... the "best" may not be one firm - it might be 10 firms - offering around the same bid. Sure you check references, but when everything else is fairly equal, what is wrong with saying we want to make sure we look at the ownership of a company? This is just a goal - not a hard quota. For far far too long in this country, too many people would refuse to work with minority owned businesses because of prejudice. Plus... it's not like they need only ONE subcontractor for a given need. They may need multiple subcontractors in the same area in a project of this size. Working with a minority-owned company can partner the university with a highly-qualified vendor and may open the door for future state and federal contracts. Second, Increasing diversity spending can qualify the university for government contracts. These contracts can beyond anything to do with the stadium (i.e. academic programs). Third, a minority company can offer the university tax savings and other financial benefits due to federal and state incentives. These benefits result in lower overall costs for the university. Fourth, working with a minority business can also increase the university’s cost efficiency and maximize profit margins. MBEs can implement special cost saving strategies through benefiting from diversity spend requirements, taking advantage of many federal and state federal and state tax incentives, tax breaks and potential rebates. Fifth, partnering with a minority-owned business can show that USF supports minority communities, which is a great public relations angle. MBEs are generally more connected to their local community (see USF’s own Sam Barrington). This can result in unique product ideas from undeserved markets, or can mean the USF brand gets free publicity in areas where there may not have previously been marketing and advertising efforts.
