That is not what is being taught today in schools or corporations.  Equity is providing inequalities of opportunity to the select to provide a more equitable outcome for all.  Agree or disagree but if paying more for an inferior product is the outcome, USF will do just that if necessary.

Subcontractors aren't that different from each other... the "best" may not be one firm - it might be 10 firms - offering around the same bid.  Sure you check references, but when everything else is fairly equal, what is wrong with saying we want to make sure we look at the ownership of a company?  This is just a goal - not a hard quota.

For far far too long in this country, too many people would refuse to work with minority owned businesses because of prejudice.

Plus... it's not like they need only ONE subcontractor for a given need.  They may need multiple subcontractors in the same area in a project of this size.  Multiple electrical, plumbing, flooring, painting, HVAC, etc.
