OK I am yet to see a compelling argument for why someone would take UC over USF.  UC is a vortex of boring.  Am I missing something?  Why does everyone state that UC is one of the top candidates all the time?

USF has been boring for a solid 5 year stretch

Um, Because they're in the top 25 of the richest public schools with an endowment of over $1 billion, they've been a consistent power in basketball for 50 years with 2 national championships, consistent in football and in one of the best recruiting areas. And they would give WVU a regional partner.
