It is to me.  This calls it a hybrid.  https://www.winefrog.com/2/1200/wine-styles/rose/what-is-a-rose-wine

Me too it comes from the same grapes but is handled completely differently and has its own set of proponents and distractors. You can use the same hops and barley and make entirely different styles of beer based on what you do with them.

It's from a red grape (could be different kinds), but with a slightly different process than a normal red.  Basically, they limit the amount of time it is exposed to the skins.

Yes but how you process it makes it a separate category and is recognized as different by most people. If someone says they only drink red wine rose would not be typically a part of that as it is entirely different in pretty much all aspects just like the ingredients for beer can be entirely the same but how you process it makes an entirely different style.

Depends on the level of categorization you want to go to.  Grapes are red or white.  Rose' comes from red.  White comes from white.  Red comes from red.  Champagne is it's own "style", but is still considered a white.

What about Welch’s grape juice or red wine vinegar?

Neither are wines.
