Whatever money they do have is most likely earmarked.  It may not be usable for capital improvements.  It could also be tied to the foundation contract that was signed.  It could also be bullcrap since I haven't seen any formal announcement

The short version is, because coaches won't sign without it. Sort of like how in baseball people always ask why any team would put an opt-out into a massive contract like with Strasburg. That's how you outbid someone else.

That could be what is under control of the USF Foundation which would include endowed scholarships, building pledges, etc.  That is for all colleges in the University.  I had said this before, if this secret document was okayed by the Foundation then they should step up.  Maybe they did.
