I love “South Florida”...as a vacation destination...when I hear it I think of little old ladies driving to Publix to get their monthly supply of depends diapers.

Ain't no one walking around topless on South Beach that you'd want to see topless. Sort of like a nude beach. You're going to be sorely disappointed if you think smoking hot coeds take advantage of the rules.

I edited my post. The women wandering around on South Beach topless aren't the women I want to see topless. Now at a hotel or somewhere less completely public, I agree.

I was down in South Beach a couple of weeks back for 2 days. No one is topless anymore. Butt floss,  sure.  with cameras on everybody’s phone, not much to see.
