Neither Tulsa or Tulane would be kicked out. The schools forming the new conference would pay their exit fees like UConn did to get out of the AAC, MWC, or whatever conference they're leaving behind. Tulsa and Tulane would remain in the AAC.

Well i didnt see them included in your proposed group of teams above.

To answer your question.  The schools included in your scenario would consider us good enough to be a Power Conference....BUT the only thing that matters is what the all mighty NCAA thinks and their cronies like ESPN.  I dont see them ever letting us into the CLUB.  What motivation do they have?

Our only hope is to be well positioned if\when there is some round of P5 expansion....whatever that might look like.

Ar least VPA Kelly is doing everything he can to position us for that potential expansion activity down the road.....thats the only hope i have on that subject.

I personally will support my alma mater and go to games even if we slid to Division 2.  I jest that will never happen, but just sayin.

Should this receive legitimate consideration as a power conference?

BYU, San Diego State, Boise St, Air Force, Army, Colorado St, USF, UCF, Houston, Memphis, Navy, Temple, ECU

Nooooope.  They deserve to be left behind for all the times they've cheated the system and gotten away with it.

If I go to an away game, I don't want to be concerned about whether the whole stadium is going to come crashing down the next time it bounces.

What exactly is the criteria to be a Power Conference that those schools meet ...?

I'm not saying that I believe we would necessarily meet the criteria to be a Power Conference, but that the teams involved in that scenario would believe they are.

Its a good question.  What is the criteria to be considered a Power Conference.  Is there something written in stone that says these are the steps required to be a Power Conference and join the Big Boy Club.  I don't believe so.  I think whatever the NCAA wants to do they do without a whole lot of repercussions.

Point of order, this is not the NCAA's doing.  They have nothing to do with the FBS post season.

We have writers that our fans would like to beat, does that count?

I am sure there are some of those too (not that there is anything wrong with that) but I am sure there are more that would prefer to beat them in the head.
