Yes. College basketball coaches nationwide use blue painter's tape to mark all kinds of spots on the floor during practice. 

The help line, Xs for where they want the inbounds pass to be caught, where certain screens are to be set.

I read elsewhere that when the team is in Canada the practice court is being refinished and the new 3 pt line will be painted on the floor.

I'm guessing somebody from TOS saw markings they put down before applying the permanent paint.

That would be Frog Tape which is a bright neon green. Is that still an official color (as seen on much gear over the last year) or was that outlawed along  with the Merril Lynch wannabe?

Better not had been outlawed. SoFlo is the best thing to happen to the unis in quite awhile ....

Yes,the blue painter's tape is definitely temporary set up.
