Having lived in Pensacola for 4-5 years, it's pretty evenly split between Alabama and FSU, but the "lower Alabama" statement is spot on.

Florida used to extend all the way to Louisiana.  Louisiana, Mississippi, and Alabama have parts of the original Florida already.
