So we couldn’t fire him because of the early signing period but now he is leaving which will have no effect on the early signing period.

You can't control when somebody leaves your company for another job.  You can control when you fire them.

Yeah, good chance this was established during a meeting with Kelly & CCS. Something along the lines of, I’ll give Sterlin until the 21st to find a new job. Start looking for your replacement now

FWIW, I heard from somebody pretty darn reliable that he was "encouraged to seek out other opportunities to advance his career"

You sure can’t but I won’t try to hold my breath until someone argues this is going to have a major impact.

I'm glad to see Gilbert leave, but do we think Chuck is capable of finding someone good enough to run an offense?

After all, he brought Gilbert with him after Texas.

If he repeats the process with Gilbert. He will go out and find an OC from a top 25 offense and let him do his thing. with little interference.

I highly doubt it, If you follow coaches/recruits on twitter just about every other coach has been in some kind of picture with targets/verbals... Gilbert has been conspicuously absent....   As for the impact on recruiting, USF did what it could to minimize it by trying to wait until the ESD period was over.   We also don't have to pay a buyout.  As usual taking the measured and informed approach beats out trying to appease those who only want their pound of flesh, consequences be damned.

The next hire will be critical. Joke’s on us if Strong hires a Gilbert clone to be OC.

Bottom line is he's apparently gone so keeping him around until early signing period wasn't really necessary.  And if he was "conspicuously absent" then someone had to be taking on his role anyway.  I obviously have no idea if they were planning on firing him or not, but it doesn't look like he signing period should have been a barrier if they were.
