Can anyone give me a recommendation for finding USF apparel in the Tampa area? Other than the bookstore, which closes at 5. I’m looking for a store more like Bulls Outfitters.

The Tampa Bay Sports store in the International Mall has some stuff.  Check Lids also, they'll have discounted Under Armor stuff.

No. I'm pretty sure it's on the south side of Kennedy. Essentially a UF and FSU store, but he has a growing USF section inside.
