I’m pretty sure that the “Vice President” title places the role on par with other university Vice Presidents. So... Judy is President.

In many organizations, you have the president of the organization and then vice-presidents in charge of certain aspects of the organization.  Their title is often listed as Vice President of area of responsibility. 

For example, an Architectural and Engineering firm will have a president of the entire company and then have a, "Vice President of Architecture" and a, "Vice President of Engineering"

USF's track record with athletic directors is not great. The last two, Doug Woolard and Mark Harlan, were swell guys, but not great at their jobs. Kelly seems a bit more dynamic and on the ball than those two, but there's no question that this hire is a bit of a gamble.

Brilliant observation, Tommy .......... considering ANY hire is going to be a gamble.

I think that there's only one President at USF and a bunch of Vices, Senior Vices, Executive Vices, etc, etc...
