the tax deduction rule change applies only to purchases of season tickets for athletics. All other donations to USF, athletics or otherwise, are perfectly okay and may be deducted.

So being part of the bulls club can be a tax deduction?

Per the repeal, it doesn't necessarily look like it since getting up the tiers in Bulls Club would work towards your season tickets. Perhaps if you made an unrestricted gift (I will research further). If you made donations to the general athletics funds or to scholarships for student athletes, I think those would be ok.
