I think Rick Scott vetoed the bill with the changes if I'm not mistaken.

...Finally, amazingly… we have reached preeminence. USF Tampa now meets 11 of the 12 metrics required in the 2017 laws of the State of Florida to be designated as a Preeminent State Research University. This is incredible.

I presume, USF reached the 70% six year graduation level threshold  to meet the 11th requirement for preeminence.

From a July, 2017 article: 

Preeminence is granted based on 12 benchmarks. Schools must meet at least 11 in order to be considered preeminent. USF currently meets 10 of those. Reaching a 70 percent, six-year graduation rate would be the 11th. Only two Florida schools currently meet the required benchmarks including the University of Florida and Florida State University.

Yes, he did (thankfully).

The bill was going to raise the four year graduation rate to 60% and that would have eliminated USF from meeting that requirement until at least 2020:

Currently, preeminence funding hinges in part on a six-year graduation rate of 70%. USF is on track to hit that benchmark in 2018, putting it right on the cusp.

The Senate's higher education bill sought to instead rate schools based on a four-year graduation rate, and it initially set the mark at 50 percent, a standard that USF already meets. But drama erupted when legislators decided to move the benchmark to a 60 percent, setting USF's preeminence drive back until at least 2020.

Scott's veto means the metric stays unchanged at the six-year markad
