I'm sure assistant pool is to hire better ones. Special teams was an issue at Texas. I don't see him keeping most of his guys but I guess this is what a head coach decides. He needs to keep some of old staff for recruiting continuity and their experience recruiting at this level to USF. This ain't Texas, or even Louisville.
