It's not like they are swimming outside. I mean yeah it's a little odd, but we don't have the facilities for that? Actually I'm not sure, where do most swimming and diving team's practice/compete?

The score should points per sport, to eliminate the more sports the more points scoring IMO.

I think I hear ya, but I think more sports = more scoring is the idea. If we're talking one overall winner, you have to factor overall sports. Otherwise, some school with only a couple of athletic programs could take home the trophy every year because they're good at those two things and they don't risk involvement in sports they would suck at.
