Math isn't the problem here, the English language is. His statement can be read two ways. The way you did and the way the one who said it meant it ... that the stadium was less than half full which means, with the capacity at around 45K, that 23K wasn't accurate.

Danny White the AD announced in the VIP tent that he 14,000 people register for tickets via the team web site, and that they had several teams of volunteers registering walk ins. I would guess that the attendance was a solid  15,000  + or _ 2K but not the reported 23K. Maybe that many people attended the day, but certainly not the game IMO.
