I think the Bulls fans have been thinking they just did a crappy job. If TTU thinks they were biased, that tells you a lot about those guys. Found the rule. It's a 30-yard penalty, so they would have received the ball at the 50. No advantage to kicking it out of bounds. https://www.ruletool.info/ncaa-rule-6-kicks/2/ SECTION 2. For an interesting possibility on what would happen if you actually caught it with your feet out of bounds, yes it is possible (at least in the NFL) to catch it at the 1 and start fro the 35.
