I don't think it's a bad idea to get that 12th game to help w/ SOS either. I am doubting this will happen though.

12th game isn't needed at this point.  Focus is on winning the conference, and the bye week is needed for that.  Extra game isn't going to push us into the playoff.  Stay undefeated, win conference an

So someone else hinted at this on Facebook earlier and I think it can be done.  UCiF won't reschedule their game with GaTech this year, and both GaTech and USF have October 7th off for a bye week

Harlan should be doing everything he can to get a 12th game. 

It simply isn't going to happen, so why bother?  It takes longer than three weeks to put the logistics together for something like this.  Moving around conference games is moving around games that are already planned.  It's a pain, but doable.  It would take longer than three weeks just to figure out the contract.

The same thing could be said about getting USF into a P5 conference. That's why the AD gets paid big bucks. 

This might be the best team USF will ever have and yet our OOC schedule is one of the worst of all time.

I'm not sure why.  They currently still trail us in both polls.   The MWC is rather weak this year (only 3/12 teams currently have a winning record), and they're biggest chance for a bump will be a matchup with Boise (10/14), who will likely still be unranked for the matchup (they only have 2 games between now and then).  

USF will face tougher conf opponents, and we'll get our bump after theirs with a matchup with Houston on 10/28 (who could be ranked for our matchup).

Not the same thing at all.  Getting into a P5 conference is an open-ended, multi-year effort.  Getting this game has a hard stop of three weeks, but realistically a lot sooner than that.  If it hasn't happened by this afternoon, it isn't going to happen.  And neither school is interested in making it happen.  

Getting into the P5 is of definite interest to USF, and the deadline isn't this week.

Doing a 2-and-2 with GT instead of a 1-and-1 would be an easy contract to sign

GT would likely agree if we played this year's game at their house.

So, if what you want is an away game, for a 12th game, GT is a no-brainer. I'm certain they'd agree.

If you're going to hold out for a home game, then GT's not going to happen.

2020 or 2021 @USF (2020 is currently full w/ 4 OOC games against @Texas, SJSU, Nevada, @FAU)

Where are you getting this idea that it will take at least three weeks to schedule a game? If the teams want to play it's not that difficult to schedule a game with an in-state school or GT.
